Cannot download .mov file from icloud

On windows 10, I used iCloud program to "upload" every photo and every video. On Photos of iCloud,.mov files are showing with an "triangle warning sign with an exclamation point" tried to upload on chrome / exploerer / firefox iCloud webpage, but iCloud webpage shows "There was a problem uploading this file.  · Hi, I need to sync photos and videos from my PC to iCloud. You can add them to the Photos app on a Mac but they will not sync. iCloud Photos Library is NOT a backup solution, it's a syncing solution. Use Google Photos for backup.
